Once payment has been processed, it is a signal to the Expert to start working on the request. Thus, if the request gets cancelled after after this signal, it is often a hindrance to the Expert's work planning. This is why we have 20% cancellation fee policy. Once payment has been made and the state of the request has changed to Collected, but the Expert has not delivered yet, it is possible for the client to request a refund, but 20% of it will be kept by Peerwith.
